Draw a pair of eye frames first.
Draw a pupil in each eye frame, perhaps leaving a tiny speck uncolored to indicate the shine of the eyes.
Apply eyelashes, including upper and lower eyelashes.
Draw eyebrows.
Sketch the nose.
Draw the lips and mouth.
Outline the face.
Color the face.
