Draw some short arcs inside the cloud shape.
Draw two cloud puffs around the cloud shape.
Draw the third cloud puffs.
Draw another two cloud puffs.
Draw another two cloud puffs.
Draw another two cloud puffs.
Add some short lines and W-shaped lines around the cloud shape.
