Start by drawing a circle that is not very regular for the cat’s head.
Draw a triangle-like shape without the top.
Draw a pair of triangular ears on the top of the head.
Add a pair of round eyes with big pupils.
Draw a triangular mouth with whiskers on either side of it.
Draw a valley-like smiling mouth and a blush.
Draw the near arm and hand.
Add legs and feet.
Draw a tail that flips up slightly.
