Start with a top hat and the brim.
Draw the outline of the face and add ears and hair to the sides near the brim.
Draw the eyes, nose and mouth on the face and outline the beard at the bottom.
Draw a bow tie under the beard.
Draw the Collar of the inner garment between the beard and the bow tie, and draw a V below the collar.
Draw the gorge lines and lapels for the dress.
Draw the curved lines of the garment at the shoulder.
